Elionurus ciliaris (also called African feathergrass, among many other common names) is a perennial grass native to tropical Africa. It has a clumping habit and grows to a height of 2-3 feet with thin, arching leaves. It prefers full sun to partial shade and is tolerant of a wide range of soils.
